{"id":12556,"date":"2024-12-11T19:42:48","date_gmt":"2024-12-12T01:42:48","guid":{"rendered":"https:\/\/masquenoticias.mx\/?p=12556"},"modified":"2024-12-11T19:54:01","modified_gmt":"2024-12-12T01:54:01","slug":"quien-debe-atender-tercer-anillo-estado-o-municipio","status":"publish","type":"post","link":"https:\/\/masquenoticias.mx\/index.php\/2024\/12\/11\/quien-debe-atender-tercer-anillo-estado-o-municipio\/","title":{"rendered":"\u00bfQui\u00e9n debe atender Tercer Anillo, estado o municipio?"},"content":{"rendered":"<p>Uno de los argumentos o justificaciones en las reparaciones de vialidades ante la presencia de <strong>baches<\/strong>, se encuentra en la jurisdicci\u00f3n, es decir, si la v\u00eda pertenece al estado o al municipio, tal como ha ocurrido en reiteradas ocasiones en el <strong>Tercer Anillo Perif\u00e9rico<\/strong> en la zona metropolitana de <strong>Colima<\/strong>.<\/p>\n<p>Al respecto, en los <strong>Di\u00e1logos por la Transformaci\u00f3n<\/strong>, la secretaria de Infraestructura, Desarrollo Urbano y Movilidad (Seidum), Marisol Neri Le\u00f3n, hizo algunas precisiones que clarifican las responsabilidades de las autoridades sobre estas v\u00edas.<\/p>\n<p><strong>Libramiento Ej\u00e9rcito Mexicano<\/strong><\/p>\n<p>En el caso del Libramiento Ej\u00e9rcito Mexicano, que es el que conduce desde la entrada a Colima (<strong>Palmera amarilla<\/strong>) hasta el Distribuidor (salida a <strong>Tepames<\/strong>), se tienen varias jurisdicciones: pertenece al <strong>Gobierno del Estado<\/strong> los carriles centrales, mientras que las laterales corresponden al municipio.<\/p>\n<p><iframe style=\"border: 0;\" src=\"https:\/\/www.google.com\/maps\/embed?pb=!1m18!1m12!1m3!1d3766.955580041876!2d-103.70267052479046!3d19.240767581997986!2m3!1f0!2f0!3f0!3m2!1i1024!2i768!4f13.1!3m3!1m2!1s0x8425500d0e239845%3A0x88f6cbe7e8ac35ff!2sLib.%20Ote.%20Ej%C3%A9rcito%20Mexicano%2C%20Colima!5e0!3m2!1ses!2smx!4v1733967479925!5m2!1ses!2smx\" width=\"400\" height=\"300\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Hay que se\u00f1alar que recientemente el Gobierno Estatal realiz\u00f3 obras en dicho libramiento por m\u00e1s de <strong>38 millones de pesos<\/strong>, tras 20 a\u00f1os en que la vialidad no hab\u00eda tenido ninguna intervenci\u00f3n, adem\u00e1s, las laterales que se construyen, aunque las realiza el Estado, una vez terminadas ser\u00e1n entregadas al municipio quien deber\u00e1 encargarse de su mantenimiento.<\/p>\n<p>Las laterales se entregan a los ayuntamientos porque les corresponde a ellos el servicio de recolecci\u00f3n de basura, alumbrado p\u00fablico, entre otros, manifest\u00f3 la funcionaria estatal, quien se\u00f1al\u00f3 tambi\u00e9n que algunas laterales las realizan los ayuntamientos en conjunto con desarrolladores.<\/p>\n<p><strong>Tercer Anillo<\/strong><\/p>\n<p>En el caso del Tercer Anillo, hay jurisdicci\u00f3n del Estado y los municipios de <strong>Villa de \u00c1lvarez<\/strong> y Colima. Esta v\u00eda fue construida por la entonces Seidur, quien hizo la entrega de las laterales a los municipios para su mantenimiento.<\/p>\n<p><iframe style=\"border: 0;\" src=\"https:\/\/www.google.com\/maps\/embed?pb=!1m18!1m12!1m3!1d3766.343752762749!2d-103.70648502283542!3d19.267411799488805!2m3!1f0!2f0!3f0!3m2!1i1024!2i768!4f13.1!3m3!1m2!1s0x84255ae9f5cdbf1b%3A0x30e2909927c22686!2sTercer%20Anillo%20Perif.%2C%20Colima%2C%20Col.!5e0!3m2!1ses!2smx!4v1733967575124!5m2!1ses!2smx\" width=\"400\" height=\"300\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Neri Le\u00f3n expuso que casi al inicio de este sexenio, se entreg\u00f3 parte del Tercer Anillo en la zona poniente de Villa de \u00c1lvarez (por el <strong>Hospital Materno Infantil<\/strong>), porque nunca fue entregado al municipio quien ya hab\u00eda iniciado con el desarrollo en esa zona, sobre todo habitacional, lo que obligaba a realizar conexiones con esa v\u00eda.<\/p>\n<p><strong>Arco sur<\/strong><\/p>\n<p>En el caso del Arco sur, Marisol Neri dijo que es una misma situaci\u00f3n de entronques en el que los seis carriles corresponden al Estado cuidar de su conservaci\u00f3n.<\/p>\n<p>Explic\u00f3 que los 100 millones de pesos, provenientes de las contraprestaciones de obras correspondientes al <strong>Corredor Log\u00edstico Colima<\/strong>, se seguir\u00e1n utilizando para el mantenimiento de las v\u00edas estatales, tal como lo anunci\u00f3 en su momento la gobernadora Indira Vizca\u00edno.<\/p>\n<p><strong>Bacheo de v\u00edas federales<\/strong><\/p>\n<p>Recientemente circul\u00f3 en redes sociales y en algunos medios de comunicaci\u00f3n, la imagen de particulares bacheando con concreto hidr\u00e1ulico una carretera, sin embargo, la titular de Seidum aclar\u00f3 que esa imagen corresponde a una carretera de Jalisco, hacia el lado de Cihuatl\u00e1n. En lo concerniente al territorio colimense, aclar\u00f3 que se cuenta con 352 kil\u00f3mentros de carreteras federales que son atendidas con un fondo de 32 millones de pesos.
